Susie Wiles Under Scrutiny as Rubio Faces Testimony in Longtime Friend's Legal Battle

The long-standing associate and advisor of Secretary of State Marco Rubio has faced scrutiny over suspected lobbying activities tied to Venezuela, drawing attention from both President Donald Trump's inner circle and key aides, including White House Chief of Staff Susie Wiles.

David Rivera, a political ally of Rubio for two decades, is set to appear in a Miami federal court trial on charges that he served as a foreign agent for Venezuela. According to a report by The Lever, Rubio is expected to testify as a government witness in the case.

Rivera, a fellow Cuban American from Miami, has shared a long-standing relationship with Rubio, including personal moments such as assisting him in selecting his wife’s engagement ring. The pair also collaborated during their early political careers within the Florida House of Representatives.

This legal proceeding has sparked broader discussions about the influence and decision-making dynamics within Trump's administration.

"This high-profile case has not only implicated Rubio, a key figure in the recent U.S. policy shift regarding Venezuela," The Lever noted. "It also offers an unprecedented look at a network of influential individuals in Trump's sphere — including his White House chief of staff — who may have influenced U.S. policy on Venezuela without full transparency."

Wiles, who previously co-founded the prominent U.S. lobbying firm Ballard Partners, is also referenced in the case. Rivera's defense team has indicated they may argue that similar foreign-agent allegations could apply to Wiles, citing two individuals named in the indictment: Raúl Gorrín, a wealthy Venezuelan media figure, and Hugo Perera, a convicted drug trafficker.

"The extensive records from Ballard Partners mentioned by Rivera’s attorneys might offer insight into this matter, but these documents may never be disclosed publicly," The Lever reported. "In a recent decision, a federal magistrate judge in Florida’s Southern District Court approved a Justice Department request allowing Wiles to avoid testifying at Rivera’s trial, thus keeping related evidence confidential."

"However, the judge's ruling included an unexpected statement," according to the outlet.

"It is undisputed that Ballard Partners registered under FARA and engaged openly with Gorrín,” wrote Magistrate Judge Edwin Torres, as reported by The Lever. "Torres’ office did not provide comment. If his assessment is accurate, it would suggest that Trump’s chief of staff previously worked as a registered foreign agent for a government the U.S. has recently taken steps to challenge."
